PeerBlock gives up on autoupdate before wifi establishes Internet connection #226

What steps will reproduce the problem?
- 1. I have PeerBlock set to autoupdate and to start with Windows (XP 32
SP3). The problem is, PeerBlock starts trying to update before my laptop's
wifi card and the Intel ProSet Wireless driver have established an Internet
connection. While the wifi card is still handshaking with the router,
PeerBlock times out and gives an "unable to connect to URL" error. 

What is the expected output? What do you see instead?
- Expected: successful autoupdate
- Seen instead: "unable to connect to URL" and then autoupdate window closes.

What version of PeerBlock are you using?
- 1.0.0.181
On what operating system? 32- or 64-bit?
- WinXP Pro SP3 32-bit

Suggestion: In a future version of PeerBlock, include settings option to
either: (1) delay autoupdate until Internet connection has been
established; or (2) delay PB loading until X seconds after Windows startup
or user logon.

There's another bug related to this (Peerblock won't stop looking for blocklist
updates without internet until you manually abort). Perhaps having PeerBlock 
give up
after X tries on that blocklist and check every X minutes until the connection 
is active?
