Add issue templates

This PR adds an issue template to the repository to standardize the way issues are reported. This will help maintainers and contributors to quickly understand and address the issues reported by users.

Changes

• Created a .github/ISSUE_TEMPLATE/ directory.
• Added a bug_report.yml template for bug reports.
• Added a feature_request.yml template for feature requests.

You might have to add a label request so that feature requests are automatically added to it. Also for now I have set blank_issues_enabled: false. Please do change it accordingly in the config.yml file.
