This adds the configuration needed to set up a personal HTcondor with the CredMon installed for testing SciTokens.

@duncan-brown The changes were a little more than I would want to stick in via github review, can you check the PR I sent for the docker branch on your repo? The main change is that I pull the configs from the example directory when building the image instead of installing them from the (now defunct) deploy script.
