Implement navbar and toolbar in Desktop page #65

Both hould be implemented as components

implement nav and toolbar as seen in figma

@Michiii11 i changed the toolbar component slightly to only have a "Geräte bearbeiten" Button please update

The "Auswahl aufheben" button uses a cc-circle-select as its icon, therefor it can be toggled to the selected state like any other cc-select when clicking the icon directly.. this is not the intended behaviour for this button

this also causes the button and with it the whole bar to increase in size

fixed the aforementioned myself looks good to me now
