Upstream py3 updates #1

These are updates from Ian's PR to numenta that makes NAB py3 compatible. We already have the compatibility, but I thought we should keep as close match as possible and there are some fixes (for the -d parsing) https://github.com/numenta/NAB/pull/341

Or should this wait until the PR gets really merged to numenta/NAB/master?

@ctrl-z-9000-times do we want to bother figuring what's useful from here? Or just wait if/when Numenta is able to transition to python 3 and then sync with the upstream NAB?

Closing, Numenta moved to another py3 branch for their NAB (which should be merged soon?) React when upstream is updated only.
