SODA API features to preload rivers. #122

I have disabled a bunch of tests for this, and I'm pretty sure that rivers tests will fail. But I needed to do some major surgery to enable backloading of SODA data.

For example, http://data.numenta.org/chicago-311/Rodent%20Baiting/data.html currently only has 3000 rows of data. After this change, it will preload almost 50,000 rows of data. All rivers powered by the SODA API will do the same type of thing.
