S3 - Support Glacier #422

Add GLACIER_IR storageclass
PutObject must support storageClass
CopyObject must support storageClass
HeadObject should return an ObjectSummary
Add RestoreObject operation
FakeS3 to respect glacier limitations

PutObject already has a headers: Headers property. Doubtless to provide a way to set any of the obscure configuration options. Is it worth providing a helper storageClass property?
