The purpose of this module is to set the scala-xml version where it is, so we should tell that to scala-steward.

Oops. There's an unrelated build failure here. @armanbilge applied a similar fix to some other spinoffs. I'll dig that up.

This one doesn't have a bincompat history. You just need to set the base version. https://github.com/http4s/http4s-scala-xml-1/blob/9c9612f94d755b0b578c5212e98e927ad015af27/build.sbt#L2
