Singular/plural in 4.2.3 of Semantics #1044

4.2.3 says:

The "http" and "https" URI are...

As URI is not a collective noun, this should presumably say either "The ... URI is" or "The ... URIs are".

It should actually be "A URI with an "http" or "https" scheme is"
