normative text in appendices #505

We currently list ABNF productions imported from other specs/parts in an appendix.

In P5, we have a media type definition in an appendix.

Some people believe that normative stuff can't go into appendices; we need to decide whether this is a problem.

Major Issues:

In Section 2.2:

Last-Modified = HTTP-date

There is a note about the imported ABNF in Appendix B. I suggest moving that text to Section 1.2 so that the text is part of the specification.

to:

Some people believe that normative stuff can't go into appendices; we need to decide whether this is a problem. If it us, they'll need to go back into the Syntax Notation section (or close to it).
