[Feature request] Conditional bubble to exclude pedestrians, off-road vehicles and static vehicles #2001

Motivation

In naturalistic scenarios, it's common that there's some pedestrians/parked history vehicles are on or off the road, the bubble should exclude them when capturing vehicles in its range.

Proposal

Add conditions for bubble capturing, ignore the actor if:
