Arm builds introduced bugs

• A few packages are named incorrectly ... fixed
• piggy-backing that is a fix for the loader "crashes" during global shutdown
  • really just a stack trace barking about a missing function (open())
  • that's missing because it was deleted prior to running the __del__ (memleak fix) destructor in the loader
  • the simplest solution was to remove the debug log message that calls open() during global shutdown
• this of course necessitated a complete pylint of loader.py (see pre-commit)
