AVR UI look & feel #166

Restyle the AVR UI to have the look and feel more like the Data Portal and the Ingest Portal

Including, but not limited to the menu bar and search bar.

This should be styling and control placement only, without changing the functionality of this UI at all.

- [x] Moving Search into Main Body of View
- [ ] Replacing Inter font with Roboto/Inter Variable
- [x] Adjust font ttttt<<weights in Filter tool
- [x] Style buttons to closer resemble MUI's Button style
- [ ] Break up Filters tool bounding 'page'  with additional HRs and apply bounding 'page' by category
- [x] Update Link Colors
- [x] Update table colors

It would also be great to have an introduction to what the AVR website is for which many have asked or have misinterpreted based on interactions at several meetings or in discussions with TMCs. Another important change would be the ADD AVRs since this is limited not to everyone and should continue to be so reviews can occur prior to adding AVRs. Some suggestions we had:

‘Add AVRs’ hyperlink currently directs to Globus. May want to change to avoid people trying to submit through Globus!
Could link something like ‘Learn more about AVRs at ARWG’ and hyperlink to https://hubmapconsortium.org/open-working-groups/
Could link ‘AVR SOP’ with hyperlink https://zenodo.org/doi/10.5281/zenodo.7418623, which will not change even as we publish new versions of SOP

@emquardokus thanks for the feedback! We are focusing on the round 1 look & feel styling updates. We'll try to get your suggestions into the next sprint, but its priority needs to be evaluated against other things that are in contention for the upcoming sprint and I can let you know once we've done our planning if it makes it into the sprint.

@yuanzhou it looks great! How can we update the banner area with information? Perhaps I can discuss further with Bill? Thanks!

@emquardokus the banner message on the DEV instance is only of demo purposes. On PROD instance, if you want to update the banner message, just let us know. Normally we put up some notifications for scheduled system maintenance. But it can be any message you want the users to be aware of.
