Compare ASCT+B to other Atlases #127

As @DarshalShetty implements the flow to create ASCT+B tables from Azimuth Reference data, we need to start thinking about where all this lives, what exactly is the integration point, and what are the use cases. I think its pretty clear this is useful, but we need a discussion of where all this goes to make sure we continue to go in the right direction.

@katyb your input would be greatly appreciated.

It might be best to create a separate set of MASTER tables -- in the new ASCT+B format -- and one per human adult dataset. Then, convert these tables into OWL (like MASTER ASCT+B tables) and serve them via an CCF API also.
