Relates to #1146.

In order to minimize problems with minor version incompatibilities going forward, distributing the CCF web-component with externalized deck.gl and luma.gl dependencies will enable greater flexibility for users who need to embed more than one visualization component in the same JS context.

Hi @NickAkhmetov we have a pretty huge backlog going into December. We can commit to syncing versions, but the externalization piece may need to wait until the new year.
