make get_ch_stack_ids robust against missing names

This PR modifies run_background_subtraction.get_ch_stack_ids to be robust against channel names that match the nuclear channel but are not present in the stack. This situation arises when the upstream stacking operation keeps only one of the many nuclear channels.
