Dashboard feature requests #502

QoL redesign work is beginning for the Dashboard UI pages to ensure this UI looks great until we circle back to it.

This encompasses several UX/UI updates, including:

Improved tooltip descriptions
Improved/responsive components + app pages
Spec matching adjustments

Content construction for tooltips is occurring in Dashboard Visualization Descriptions. I am assigning description writers now for this text content. Thanks!

Status update:

Content work continues in Dashboard Visualization Descriptions
- @andreasbueckle will take a pass before EOB Friday, then pass it back to @katyb
- @katyb will resolve all comments and provide final text for most descriptions, then pass to me
- I will edit descriptions in yaml in x-atlas-consortia/hra-dashboard-data

Note: Today I made quick edits in yaml as they came in.

Awaiting resolved comments & completed content from @katyb in Dashboard Visualization Descriptions
Product team has been crushing: Most cosmetic updates have been pushed to develop. Looking forward to seeing them in main!

@katyb needs @bherr2 to take a pass at Dashboard Visualization Descriptions then send it back to her. I can edit the markdown when she approves of Bruce's edits.
