📝 FTU Explorer Home: Y3 proposed cosmetic updates

The FTU Explorer home page is due for Y3 cosmetic updates from the new design system. I have iterated on @katyb's feedback from the design crit yesterday during CNS UX Specs. Passing to her for review now!

@katyb takes a first pass on the 1920px to 1013px wireframe. I completed most of her requests, resolved those comments, and I asked follow up questions on some of her comments. I passed it back to her via email.

Landing page: Approved Y3 cosmetic updates

Our FTU Explorer landing page is ready for development! The goal was to keep the content simple and evergreen. This has been designed responsively for all breakpoints!

Four breakpoints total
- Above 1920px: The page content is centered while the nav header stretches with no max width
- Starting at 430px to 320px: Linear scale between the two breakpoints so all landing pages look excellent on mobile.
Partner logos are simple buttons that open in new tabs to the KPMP and the EBI website.
