📝 FTU Explorer App: Y3 proposed cosmetic updates

The FTU Explorer app is due for Y3 cosmetic updates from the new design system.

Note: This is a WIP design/issue. I will update this issue soon.

This is currently in progress as @katyb has requested a new layout to this app to accommodate always seeing the legend and always seeing the biomarkers options (even if we don't have them). Thanks!
