Disable/Hide groups from the "Group" filtering drop-down #92

The "Group" drop-down on the Specimen and Dataset grid screens should change based on the user's permissions. The drop-down should either disable groups the user cannot access or hide them from the drop-down list.

Users will still need to search for tissue/data from other groups. Especially if they're sharing tissue among groups.

This functionality still allows that to occur. I'm just saying if (according to my Globus permissions) I can only see Florida and CalTech then I should not be able to select Vanderbilt or Stanford since I will not be able to see their data. If you are saying everyone will always have permission to read all sites, then this issue is resolved.
