Ontology/Data Distillery: Migrate repo to dbmi-Pitt github organization

Issue

The code in the ontology-api repo was developed under the aegis of the HuBMAP project. The repo is part of the hubmapconsortium organization.

The ontology generation framework is being generalized to accommodate projects such as Data Distillery. For this reason, the code in this repo should be in the dbmi-Pitt github organization.

Solution

1. Copy code in the ontology-api repo from the hubmapconsortium github organization to the dbmi-Pitt organization.
2. Archive current ontology-api.

I incorporated the UMLS-Graph repo as the Source_Framework component of the UBKG repo.

@shirey It should be no issue to copy to the UBKG repo the parts of the current ontology-api repo that correspond to the standalone elements of the KG--i.e.,

• scripts - generation scripts
• neo4j - Docker configuration for the neo4j

The issue is the API wrapper, currently here.

Do we want a separate API instance for the UBKG? Do we want a separate SmartAPI instance?
