Add data submission submodule support #101

Already started a branch: https://github.com/hubmapconsortium/software-docs/tree/maxsibilla/data-submission-guide-submodule

We want to create the same data submission page with

[ ] Table of contents
[ ] Updated CSS to support lists, etc
[ ] If possible we do not want to affect the rest of the documentation site
