Change Quality Metric Availability to Quality Report Availability #20

Message:

Unless we have specific metrics, we should consider calling this "quality report availability" instead of "Quality Metric Availability". If the former, I can ask each TMC to provide both whether there is a quality report(s) included and I can request the references related to the dataset.

@cebriggs7135 - should we pursue that approach? Alternately, what are the metrics we are using / capturing?

Yes re: change data-state.md as well as whether there are any other references that would need to be updated ... @cebriggs7135 . Right now, I can point TMCs to the Google doc as a reference (and start pointing them to the PROD data-state.md) -- I wanted to make sure I'm giving the appropriate information out.

Perhaps @cebriggs7135 can review or serve as an approver on this one? Anything else could be a separate issue filed.
