Embed new `ome-tiff-normalize` submodule #18

The SPRM CWL workflow uses the https://github.com/hubmapconsortium/ome-tiff-normalize code via a Git submodule -- release new SPRM that uses v1.2.1 of that repository, containing the fix for https://github.com/hubmapconsortium/ome-tiff-normalize/issues/1.

Released in v1.2.1 (of this repo, coincidentally also the new version of ome-tiff-normalize).
