handling multiple submission per round per model #18

Using EWXX as the round identifier (expressed as YYYY-XX), we have some models with multiple submissions per round.

currently taking the "first" of these, where "first" is defined by chronologically ordering the date information that is embedded in the submission file.

Evan has suggested changing this to the "last"
