Add url to dev documentation site in README template #18

Now that we've got release and dev versions of packages and documentation sites, it would be good to add links to the dev sites too.

Something like :

You can also [**view the development version
documentation**](https://hubverse-org.github.io/hubAdmin/dev/).

in the development installation instruction section with the name of the package inserted automatically.

We probably also want to add this a note like this to any older packages that are now following the new release process. Not sure where an appropriate issue for this taks would live. Maybe hubverse repo? Any thoughts @zkamvar ?

I think we can definitely standardize this across all repos. I'll make a PR to them next week.

It's also on my todo list when I restructure hubverse.io to include this kind of signpost.
