In update-example-hub action, catch situation where no changes were made to example hub #11

Currently, this results in the following error:

Committing files...
On branch update_example_simple_forecast_hub
nothing to commit, working tree clean
Error: Process completed with exit code 1.

We would like to capture this situation and not attempt to commit or push changes if none were made.

I'm closing this issue as it will no longer be relevant once we move to using hubExamples for example data.
