introduce `as_model_out_tbl()` in section 3 #22

I think it would be useful to include a brief discussion of as_model_out_tbl() function from hubUtils earlier in the manuscript (section 3.1 seems like a good fit). One could imagine users who do not have a full hub, but are still interested in generating ensembles.

This function is currently used in the flu example (section 5); consider updating this once the function has been introduced earlier in the paper.
