Add check to validate_model_data that confirms round_id in round_id_col matches round_id from filename #28

Currently the file will fail but cryptically in that checks for valid and required combinations of values will fail (as they include the round_id from the file name), but it's not straight away obvious that it is the value in round_id_col that is incorrect.
