If a PR makes modifications to an existing model-output file, we would like to:
check whether the updated/modified file would pass validations if it were a fresh submission
fail the validations
We might want to think through an option for teams to formally make post-hoc updates/modifications/retractions to their submission files, but in general these kinds of changes should not pass validations unless they are thoughtful/intentional.
