Functionality of metadata - local plugin #1678

Hi, what does the metadata - local plugin do?

I'm not certain if its used anymore. It was supposed to store file meta data for project files stored on local filesystem (md5, file type, etc). But it doesn't seem to be storing anything so my guess it's purpose got deprecated or it was a forward thinking idea that never got fully implemented.
