Accounts are unregistered but still shown as registered. Unable to call and app restart needed. #1295

What steps will reproduce the problem?

1. Three SIP account connected, using WiFi only.
2. Loose WiFi connection because of the distance to the hotspot, or changing 
settings in CSipSimple (unregister/re-register).
3. The phone re-connects to the same or another WiFi network automaticaly

What is the expected output? What do you see instead?

After loosing signal, the SIP notification icon disapears, but in the account 
list the three accounts are listed as registered. If I disable them, they won't 
switch to inactive and I can't call.

What version of the product are you using? On what operating system?
- r1032 (trunk/ginger/TLS)
- Samsung Galaxy S2 (GT-I9100) GINGERBREAD 2.3.3 BUKG2 with "SFR" layer

Please provide any additional information below.

Even when I get back WiFi signal SIP accounts don't reconnect. Like I said it 
even happens sometimes just after having browsed settings (disco/reco). When I 
dial something, nothing happens.
If I close the app and re-open it, nothing changes, I have to kill the app and 
restart it to make it work.
I don't remember having had that issue with the stable Android Market release 
(I still prefer the newest releases because of the Betamax access number 
feature).
The problem occurs most of the time, but not always. I use a STUN server and 3 
providers : VoipBuster (Betamax), VoXalot and Freephonie. No 3G/EDGE/GPRS voip 
connection (ligne SFR), TCP désactivé, Force no update doesn't change 
anything. 

(Régis, si tu as besoin d'autres informations, tu peux me les demander en 
Français ça sera plus Simple pour toi et moi).

This problem doesn't happen anymore with Android 2.3.5 and r1040.
I have a new problem now, after a certain time, CSS is still active but not 
registered to any of my providers. When I access CSS, it registers again. I 
tried to set the High performance Wifi lock and the CPU keepalive too. That 
doesn't change anything.

Normally registration reliability has been improved in nightly builds now.
Don't hesitate to feedback if you still experiment problems.
