Did you configured some rewriting rules in settings > rewriting rules >
"Mobile" entry?
The application rewrite the phone number if filters/rewriting rules are added.
Indeed this occurs only when you dial from stock dialer or when picking up a
contact within the app.
Both are considered as external input. So rewriting rules apply.
In case you manually enter the number, this is considered as internal input and
the app considers you know what you want to call and so does not rewrite.
So what you describe correspond to the use case where some rewriting rules are
defined for "Mobile" provider. In this case would be just a problem with the
configuration.
Could also be linked to a third party application that also rewrite phone
numbers.
On my side I do not reproduce this problem and that's the first time such an
issue is raised, so it's probably about conf or external program. But anyway
let me know your findings :)

Kind time of days.
Thanks for the answer. The matter is that the program has put also any options
of the filter did not make. Has added only one provider sip.
Has solved a problem in the next way. Has created pair of rules for a call
through "Mobile" where changes 747 + on + and cleans in the end of 6855.
I do not understand whence these figures undertake.
The second variant to copy from a line of a set all customer address, to be
switched from a choice of contact from the contact book on dialer and there to
insert number and to type through "Mobile" (has checked up works).
Has looked options of the operator, anywhere has not met similar sequence of
figures.
And here has still faced a problem. At use 3g and a call with csipsimple on
skype (or back) there is no sound on csipsimple. Calls pass, hooters go,
connection is. On skype it is not audible that I speak with csipsimple and is
not audible on csipsimple that the interlocutor on skype speaks.
