Add a shortcut for click-drag panning with any tool #630

I keep middle-button clicking to pan the view, but middle-click is the bucket-fill shortcut. There is no good way to pan, and it's very annoying

A few people have chimed in with a similar sentiment. There is currently no shortcut for click-drag panning with any tool, it can only be done with the Move tool.
