Add concentric css boilerplate #4

Hello @hudochenkov,

I migrated these rules (full list) for the declaration-block-property-groups-structure rule, based on the Concentric CSS order to use them on a project with the stylelint-order.

The list was copied from here.

Thought you might want to add it in the repository. Cheers 🍻

Thank you for your work. But I can't accept your PR.

  1. I don't think this kind of lists should be in plugin repository.
  2. declaration-block-properties-order will be replaced by internal rule soon https://github.com/hudochenkov/stylelint-order/issues/2, so your config will be obsolete soon.
