Flow is as follows:

Lock all available daemons
Distribute workers
Unlock unused daemons
Send usr_module to locked daemons
Run job
Daemons are unlocked when job finishes (called in del of DistributionManager. Maybe this should be changed? I put it here to guarantee release of all locks)

make test fails at basal ganglia. looks like it's an issue with the usr module

Looks like the build is failing on test_array

Build is passing now: I made the DEBUG statements go to stderr (maybe something we should do globally?)
