Missing explicit python 3.8 compatibility from release note. #889

https://github.com/hugapi/hug/pull/836 includes python 3.8 support, however, release note of 2.6.1 only includes single bug fix.

We are going to use hug 2.6.1 along with python 3.8 in production, so we want to confirm this version is compatible with python 3.8. https://github.com/hugapi/hug/blob/develop/CHANGELOG.md#261---february-6-2020
