[x] send messages to specific users
[x] broadcast messages to everyone
[x] color formatting parser (ideally can parse ampersand format, and tag format)

The text API does everything point 3 requires. Documentation on the parser, which is from the Placeholder API can be found here.

commands.tellraw is now exposed, and can do both points 1 & 2. Going to close this for now, as I don't see much value in creating a dedicated chat API with what's currently available.
