Improve debian packaging and fix compatibility and fix parrot config #20

Improve parrot config by borrowing tunings from peppy
Switch to DebSrc3.0::Quilt
Disable testing
Enable parallel build
Fix libgestures dependency version
Rename binary package to xserver-xorg-input-cmt
Replace xserver-xorg-input-synaptics-lts-vivid
Build with xserver-xorg-dev-lts-vivid if available
Install/Remove model specific config during install/removal
Add dmidecode dependency for detecting model
Fix missing configs by installing all configs from source tree

(Tested on trusty/wily/xenial)
