The `importcss` plugin breaks the format choosers #24

📝 Provide detailed reproduction steps (if any)

  1. Add the importcss plugin to the plugins config when initializing HugeRTE.
  2. Click on the format dropdown in the toolbar or Format > Formats in the headerbar.

✔️ Expected result

The dropdown showing the formatting options (like headings) should appear

❌ Actual result

No dropdown appears if the importcss plugin is used. Otherwise, it works normally.
