Adding support for other languages #581

Is your feature request related to a problem? Please describe. I want to add Japanese description for sagemaker, but I don't get how to make folder like cources.

Describe the solution you'd like Change a folder architecture like hub-docs/docs/sagemaker/en/_toctree.yaml and can add other languages under hub-docs/docs/sagemaker/{language-code}/.

Additional context Just I want to add Japanese section.
