Refactor SD calibration data collection #700

What does this PR do?

Calibration dataset collection logic moved from OVStableDiffusionPipelineBase to OVQuantizer
Added OVQuantizationMethod.HYBRID. Hybrid quantization is now called through OVQuantizer.
