tcltk not compiled before 1.5.0 #3

But I think it is still in base. Possibly need an earlier version on Sarge and Woody?

At the moment we don't seem to get it working before 2.8.0

1.7 to 1.9 still can't load. Xvfb runs OK on 2.x, but can't start on 1.x. Possibly another filesystem issue, but the bind mount trick does not seem to help.
