support for --enable-versioned in Makefile.in with less code

What steps will reproduce the problem?
No hard problem, but I believe Makefile.in shouldn't duplicate most of the
install target just to support a few changing paths.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Please provide any additional information below.
I've checked the results of distcheck before and after this series of
changes, and didn't see any difference, but *please* make sure to test this
thoroughly.

make install looks good to me, but I had to modify make uninstall so that it 
also
removes the symlinks. Committed in r3406. Thanks!
