update bl for sec fix #16

I updated the bl dependency to the latest available version and confirmed that npm audit no longer reports any vulnerabilities when installed to a Node package (though many of your devDependencies still have vulnerabilities). I also ran npm test and confirmed no unit test failures, and I confirmed in my particular usage that no functional loss has occurred.
