TagCloud按出现频次决定字号 #39

新功能描述 (New feature description)

TagCloud目前随机指定css class tag-cloud-{0}，可按Tag频次进行字号大小排序

好期待，不过这里感觉还是要保持“随机”性，不然看到效果就是出现频率高的在前面，也都是大字体，布局也不好看。

见截图，原始NexT的做法是排序按字母序，字号按频率
