Add Dockerfile and builder_release workflow for publishing to GHCR #41

This pull request adds a Dockerfile and a builder_release workflow for publishing to GHCR. The Dockerfile installs a Python package and exposes port 10200. The builder_release workflow builds and pushes the Docker image to GHCR.
