data: make a mini package < 40MB. #3

  1. Find optimal balance between frequence, bitrates, and other parameters. 1a. Ask signal processing expert VION Nicolas. (ongoing) 1b. Implement it by running the script.
  2. Delete the duplicata. 2a. find the regex 2b. implement it.
