Remove ameba from development dependencies and use it as a Github action instead #117

So people don't need to wait for ameba being compiled when running shards install.

Nice, it works, once https://github.com/hugopl/sidekiq.cr/pull/115 gets merged with the ameba fixes I can merge this.
