Make mk-log-parser able to tail a file #134

There's an implementation of file tailing functionality in innotop.  I
forget whether it's in trunk or just one of the branches.  Regardless, this
needs to be added to mk-log-parser so it can follow a log file while
running as a daemon someday.

This is just a note for the future.

You know, the Unix command "tail -f" works fine for me, let's skip this.
